A study on developing consumer participation indicators in mental health service

Abstract
Objective: The purpose of this study was to develop consumer participation indicator from the perspectives of mental health service providers and to provide a preliminary data to establish the advanced mental health service systems.

Methods: Preliminary survey was performed to verify the questionnaires deduced from the comprehensive literature review. Main survey with the revised questionnaire was conducted to the managers (or equivalent practitioners) of the public health centers, community mental health centers and psychiatric rehabilitation facilities. After exploratory factor analysis, reliability and validity analysis was performed.

Results: 130 of 131(99%) service providing facilities responded to the main questionnaire. Through the exploratory factor analysis, the final consumer participation indicators were deduced. The indicators were categorized to 4 factors, 5 level and 16 items; providing information to consumer(2 items), gathering information from consumer(1 item), consultation(3 items), engagement(5 items) and partnership(5 items).

Conclusion: The consumer participation level of Seoul mental health services was level one that is level of providing information to consumer. Therefore we should try to develop consumer-centered mental health service system.
